I believe he's smart when it comes to economics. Regarding everything else... not so sure. Sometimes it almost seems like he puts on a dumber image intentionally, so people will relate to him; he can push on his evil schemes behind the scenes... but sometimes he really does seem totally clueless. Can't really figure him out.
IOW if he is smart then he really is smart, being able to conceal his smartness as he does.

Not really.
I see him as more of the same style of corruption that has been common for the past 30-40 years except less competent and played out with no subtly.
